Purpose of the World Trade Federation

The World Trade Federation exists to help its members further themselves by building a network of reliable trading partners. This also benefits EL by providing a ready source of reliable traders and other services. The WTF will establish a set of rules by which to govern its members and ensure that quality of service is always maintained. The WTF will not take place in normal alliances, preferring to provide services freely. However, the WTF will establish trade embargos on groups and individuals as it deems necessary.

Government

The World Trade Federation will have a single leader whose job it is to moderate intraguild discussion and implement guild decisions. Any guild decision that is not time sensitive will be made by a simple majority vote over a week time period. The existing leadership core will be responsible for requesting and recording the votes. Time-sensitive guild decisions will initially be implemented by a two thirds majority decision of online leadership core members. New members can be elected to the leadership core by two-thirds majority vote. This is *never* considered a time-sensitive matter. These leadership core members will be responsible for making time-senstive decisions, and aiding the leader in moderation and decision implementation.

Designating a decision time senstive

The leadership core has the right to declare any decision time sensitive, unless otherwise specified in these by-laws. However, this decision must be notified to all online members of the the guild, and can be overturned by a 1 fifth minority response within 5 minutes. If the decision passes, the leadership core can take action on the decision. However, any decision should be placed up to a regular vote as well. If the decision is not upheld, steps should be taken to reverse the action.

Relationships with Other Players and Guilds

WTF is by default neutral to all other players and guilds. However, the guild may feel that it is necessary to more formally define the relationship with other entities and players. In the following sections we will discuss relationships with individual players. However, relationships with guilds are the same, except that they are *never* time sensitive. All relationships can be reversed to neutral by the same kind of vote that created them in the first place. The relationships are as follows:

Good Source

This relationship indicates that the player has provided good trading deals to guild members in the past, and shown a willingness to work with the guild. A guild would be tagged green to indicate to WTF members that the tagged guild is well worth trading with. This is never a time-sensitive decision.

Service Agreement

This relationship indicates that some sort of service contract has been worked out between the guild and an individual. The contract must be specified in a written form (email, PM) and presented to the guild membership to be voted in per normal vote procedure. However, as the guild will be obligated by the contract, the vote will be ratified by two-thirds majory vote. This is never a time-senstive decision. Service provider guilds will be tagged blue to indicate to WTF members that the tagged guild may be able to provide a useful service.

Blacklist

This relationship indicates that a player has proven themselves so untrustworthy that members should be wary in every dealing with the player. Members are highly recommended to avoid any kind of trade with Blacklisted players. If a member is scammed or bagjumped by a blacklisted player, no collection should be instituted, as the player was forewarned. Blacklisted guilds will be marked with a black tag.

Collections

A collection indicates that the guild has determined that a player owes them compensation for some reason. Typically, this would be to return the value of a lost deathbag, or a items lost to a scam. However, since communication can be difficult, the guild should appoint a single individual to collect the value of the debt. That individual has the right to refuse the assignment for any reason. That individual also has the right to refuse unless they can collect a certain amount in addition to the amount designated to be collected. An attempt to reasonably collect the debt by asking should always be made. If the player refuses, a forced collection can be made. A forced collection is largely PK'ing the debtor, and collecting the value of the debt and collection fee (and only that value) from their deathbag (returning the rest to them). More than one forced collection can be made until the value of the debt has been satisfied. Debtors that cannot be collected from should be moved recommended by the collector for blacklisting. Since the nature of forced collections requires the collector to be stronger than the debtor, this service may be outsourced. In this case there are two votes necessary. The first vote would be a Collections vote with outsourcing specified as the collector. The second vote would be to accept the service agreement with the outside player who will do the collecting. Guilds with a collection on them will be tagged as Red.

Membership

Joining

The WTF is always accepting new players. Any player can meeting the games requirements for joining a guild may ask anyone in the guild to join. Acceptance will be put up to the standard voting process. In order to make sure that a player will fit in the guild, it is recommended that an interview with the player be publicly available before the guild votes. Adding a player *can* be deemed time sensitive. However, the interview should be conducted before the guild votes to approve the decision. Players that do not meet the game requirements to join a guild should be considered for marking as good sources, until such time as they are able to join the guild.

Dismissing Players

Players can be dismissed at any time, for any reason, following the standard voting procedures. As adding a player, this issue *can* be deemed time sensitive.

Any infringement of these rules should be brought up for an immediate dismissal by the leadership core.
